Grants Enterprise Management System
The Grants Enterprise Management System (GEM$) was established by the Iowa legislature in 2003, with the following goals:
- to simplify the grant identification and application process for state customers; and
- to provide a unified grant management approach within state government.
Iowa’s state agencies award in excess of 13,000 grants each year. IowaGrants.gov provides an all-inclusive grant identification portal and a comprehensive enterprise-wide grant management system. It encompasses the entire life cycle of the grant including, application, selection, award/contracting, monitoring, communications, modification, reporting, close-out, and financial management processes.
IowaGrants.gov ensures that all state government funding opportunities are easily identifiable and applications are accessible and straightforward. This expanded accessibility, transparency and efficiency benefits legislators, boards, stakeholders and citizens. Costs of continued investments in the development and operation of agency-unique systems have been eliminated, and those associated with processing applications have been greatly reduced. Finally, IowaGrants.gov provides a mechanism to improve audit trails throughout the entire process of awarding grants.
