Strategic IT Consolidation

In January 2023, Governor Reynolds proposed a once in a generation alignment of state government agencies and further assessment of existing government structures. As we look to the future, the Governor’s vision continues to focus on increased efficiency to effectively serve Iowans. The next step in this ongoing process is Strategic IT Consolidation. As the name suggests, this is an enterprise wide consolidation of Information Technology within the Executive Branch, including all IT staff under the Department of Management. 

The benefits of this effort include:

  • Unification of cyber security across the state. 
  • The identification and realization of efficiencies and cost savings across the enterprise by sharing systems and taking advantage of volume pricing.
  • Integrated IT management tools and oversight for IT projects to provide statewide visibility.

Who is being reassigned?

The goal of Strategic IT Consolidation is to centralize all employees that are performing IT functions, including employees in IT classifications and additional support staff that may not be in IT classifications. Agency leadership and IT supervisors are working closely with DOM in making these decisions.

When is this happening?

October 13, 2023

Why are we doing this?
  • Unification of cyber security across the state.

  • Integrated IT management tools and oversight for IT projects to provide statewide visibility.
When will I be notified if I am being reassigned or not?

Staff will be notified via email no later than the first week of October with the final reassignment determination. The email will state clearly whether or not you are being reassigned to DOM.

Where can I get more information?

We will continue to update this FAQ based on the questions received on the Google Form. Please continue to submit your questions.

Town halls will be scheduled in early October for DOM leadership to meet with agency IT staff to discuss Strategic IT Consolidation.

 

Will staff be demoted or promoted as part of this process?

There is no plan for employees to be demoted or promoted as part of the reassignment.

Is my job at risk?

There is no plan for a Reduction In Force as it relates to the reorganization of Information Technology staff.

How does this reassignment impact my work schedule, on-call schedule, and telework agreement/schedule?

There will be no immediate impact on work schedules, on-call schedules or telework agreements.

Will my email platform change?

There will be no immediate change to the email platform being used by staff.

Will I continue to do work for the same agency?

There will be no immediate change to the work you are performing.

How do I handle IT requests from agency staff?

You will continue to perform your job and handle requests as you are today.

When can I expect to have my performance review?

Performance reviews are expected to be kept up to date by your agency prior to reassignment. After the transition to DOM, performance reviews will be conducted in accordance with the schedule set forth on your Individual Performance Plan & Evaluation (IPPE) by your supervisor.

When will we see updated letterheads and signature blocks?

No later than October 13, 2023.

Will my duties be changing?

There will be no immediate change to job duties. In the coming months, DOM will be evaluating the model for IT service delivery which may result in changes over time.
