Notice of Funding Availability #001 - Evaluation and Scoring
NOFA #001 awarded $1.3 million dollars to applicants deploying service meeting or exceeding minimum speed thresholds in Targeted Service Areas across the State of Iowa. The applications were reviewed and evaluated by internal and external groups with consideration for qualitative and quantitative factors as described in the NOFA and Iowa Code 2018 Chapter 8B.11. Artifacts associated with the review process including scoring worksheets, recommendations, and other materials used to evaluate applicants are provided below.

Quantitative Scoring Worksheet The scoring process set forth in Section 3.0 of NOFA #001 describes a quantitative and qualitative scoring component - each worth 50% of the overall score. The formulas used for each quantitative component are further described in NOFA #001 Section 3.1 Quantitative Factors and Addendum #3 to NOFA #001. This spreadsheet contains the calculation of quantitative scores for each application by applying the formulas described to the data each applicant provided in their application. | |
Evaluation Worksheet The scoring process set forth in Section 3.0 of NOFA #001 describes a quantitative and qualitative scoring component - each worth 50% of the overall score. The qualitative evaluation was conducted by a review committee within the Office. This spreadsheet contains the results of the consensus-based scoring of each qualitative factor combined with the quantitative scoring recorded in the Quantitative Scoring Worksheet above to produce a total score for each application. | |
